Summary

• Integrate the current 0.9 maintenance line and local changes from PRs Remove dead code, fix mypy error, count bare-byte DRM allocations #64–Make semantic search tests independent of installed extras #67.
• Prepare local package metadata, changelog, README, and GPU setup/release evidence for 0.9.0.
• Record online hardware compatibility evidence for the available B60 and unavailable consumer Arc SKUs.

Validation

• Combined local suites previously passed: core 1,131 passed / 1 deselected, vision 86 passed, browser 10 passed.
• Native inference using the existing lfm2.5 model passed for streaming and non-streaming requests.
• Current focused ownership and semantic-search regression tests: 25 passed.
• Ruff, mypy, JavaScript syntax, uv lock --check, and git diff --check passed.
• Built and inspected the 0.9.0 wheel and source archive locally; temporary installation reports version 0.9.0.

Remaining review points

• This PR is intended to run the repository's exact-source Linux/Windows Python matrix and bare-wheel jobs.
• Native Windows and physical consumer Alchemist/Battlemage tests were not available; the release report records what the vendor and upstream evidence supports without claiming those tests ran.
• The exact pre-fix high-memory incident workload has not been repeated after GPU ownership changes.
• The owner requested skipping another public release candidate. This PR does not publish a release or claim a candidate soak.
