Purpose

scripts/build-console-theme.js keeps the Bijira Console's copy of the default theme in step with this repository. It syncs two technical stylesheets, tokens.css and components.css. apim-saas#3052 introduced a third — layout.css — which the console's preview iframe links directly (OrgThemingIframe.tsx) rather than reaching through an @import, so nothing on either side would notice if that copy went stale.

Approach

Added layout.css to TECHNICAL_FILES, with a comment recording why it belongs there.

The two copies are identical today, so this changes no output — running the generator against a console checkout still reports "already in sync". It only stops the file drifting on the next change to src/styles/layout.css.
