Create Django models and migrations for storing resource entries in Postgres.

Model should support:

• Category
• Title
• Description
• URL or contact info
• Optional metadata (tags, type, etc.)

Acceptance Criteria

• Django model created
• Migration generated and applied
• Admin panel supports CRUD for resources

Definition of Done

• Model integrated into project
• Database tables created
• Admin interface usable for adding/editing resources
