RustSec published RUSTSEC-2026-0285 on 2026-09-15: rustls before 0.23.45 accepted TLS 1.3 handshake messages at the wrong encryption level. The cargo deny job now fails on every branch. This is the lockfile bump the advisory names; rustls-webpki moves with it.
