Summary

• Adds ~/.agents/AGENTS.md to the context files bruv sends to Pi, so instructions shared with other coding agents apply in bruv too.
• The file goes first, so project AGENTS.md files can refine it.
• Read once per session, the same way Pi reads its own context files.
• Skipped when Pi already loaded the same file through a link, and when Pi runs with --no-context-files.
• Adds a short "Instructions files" section to docs/USAGE.md and a decision note at .agents/notes/shared-agents.md.
• Not included: nested AGENTS.md files in subfolders. Noted as a follow-up in the decision note.

Testing

• tsc --noEmit (root, site, web) passes.
• bun test: 299 pass, 0 fail. New tests cover file ordering ahead of project context and skipping a file Pi already loaded through a symlink.
• bun run test:site: 28 pass, 0 fail.
• bunx biome ci .: passes with one existing warning about an unused import in src/ui.ts, which this change does not touch.
