interface: Bump to newest sdk dependencies - #536

#### Problem The stake interface is used by Agave, but with the newest breaking SDK release, there are some types that won't line up, namely `InstructionError`. #### Summary of changes Bump the interface to all the newest SDK crates so that Agave can use it.
