Production images cannot automatically build

Steps To Reproduce

Since last week the action is no longer working due to an issue with the PHP 7.4.33 build.

I tried to reproduce the issue with the php:7.4.33-fpm-bullseye image that appears to be caused by the configured APT repositories.

deb http://deb.debian.org/debian-security bullseye-security main

apt-get update succeeds and the package index advertises packages like curl 7.74.0-1.3+deb11u16, but apt-get install immediately fails with 404s when downloading those packages from deb.debian.org.

We've verified that:

• The issue reproduces outside of Docker/GitHub Actions/Depot.
• Packages.gz for bullseye-security references 7.74.0-1.3+deb11u16.
• The package returns 404 via deb.debian.org.
• The exact same package returns 200 OK via security.debian.org.

This suggests an inconsistency between deb.debian.org and security.debian.org for Bullseye.

I can confirm I have the same problem

Debian pulled the packages. We no longer can support 8.1, 8.0, or 7.4.

I use one of the the last snapshots from Snapshot Debian. A quick patch for your dockerfiles:

Could this a similar solution be accepted as a permanent fix for EOL images?
