config: add SaaS Starter Kit collection

What

Adds a new SaaS Starter Kit collection (configs/collections/10144.saas-starter-kit.yml): open-source boilerplates that scaffold a subscription SaaS end-to-end (auth, billing, teams/tenancy, database) rather than a bare framework starter. OSS Insight already tracks BaaS, Web Framework and React Framework collections, but nothing groups the starter kits people actually fork to launch a product, so there is no page to compare their star trends.

Deliberately excluded: vercel/nextjs-subscription-payments (archived 2025-01) and excid3/gorails-app-template (archived 2025-02); framework starters without billing (create-t3-app, next-enterprise, full-stack-fastapi-template) since they are not SaaS kits.

Notes

• Id 10144: 10141 is the latest on main, and open PRs feat: Add Monorepo Tooling collection #3055/config: add AI Coding Agent Design Tool collection #3101 use 10142 and Add tomography ecosystem collection #3087 uses 10143, so I skipped those. Happy to renumber if a different id is preferred.
• Every item passes scripts/verify-collection.mjs format rules (owner/repo, no duplicates, all exist).
• Disclosure: I maintain mailkite/saas-startup, the last item. It is the smallest repo here; it is included as a member of the category, and I am fine with it being dropped if you'd rather keep the collection to established projects.
