The core answers which funding providers a session can be handed to. Stacked on the provider PR. The Worker manifest reader is #1283, against main, merged in here until it lands; the format is #1275.

• set_funding_providers: the host lists its providers, each with the Worker manifest it ships for it
• funding_candidates(intent): providers serving the session's direction, with their routes and backend id. Answered from dotNS once read, from the shipped snapshot until then, so the list renders with no chain read; re-checked in the background on every query, so a provider that stopped serving Funding drops out
• select_funding_provider accepts only a candidate serving the session's direction
• CLI test host: TRUAPI_FUNDING_PROVIDERS offers products with a scripted manifest seeded into the cache; the battery checks the provider is listed before it is chosen
