Purpose_ID or scenario claims values - DCHP defined or ecosystem defined #45

Discussion during in-person meeting was focused on whether the the values of purpose_id as defined in the scenario sets section would be set at the ecosystem level or whether they would be defined as part of this spec to ease handling different credential types consistently by the platforms.

Decision is who defines the specific purpose values.
