Summary

Companion to openemr/openemr#14357 which lands the actual FHIR Bundle importer. This PR teaches the host-side openemr-cmd irp how to drive it.

  • Extends openemr-cmd irp with --format=ccda|fhir (default ccda, so existing usage is unchanged) and short aliases irpc / irpf for explicit per-format invocation.
  • Translates the user-facing surface into the positional <count> <isDev> <format> argv the devtools dispatcher consumes in-container.
  • Wires the matching OPENEMR_ENABLE_FHIR_IMPORT=1 env var for the fhir path (mirroring the existing OPENEMR_ENABLE_CCDA_IMPORT=1 gate), and rejects unknown --format values before the docker exec.
  • Version bump 1.0.51 → 1.0.52.

Test plan

  • 8 new bats tests in tests/bats/openemr-cmd/admin_commands.bats cover: default ccda, explicit --format=ccda / --format=fhir, bogus --format rejection before dispatch, irpc / irpf short + long alias forms, and env var scoping (no leak into unrelated devtools subcommands).
  • All 322 openemr-cmd bats tests pass.
  • Reviewer verifies openemr-cmd irpf 1 true lands patients against a running stack once feat(fhir): synthea bundle importer for openemr-cmd irp --format=fhir openemr#14357 is merged.

Address coderabbit review on openemr#889.

Previously `openemr-cmd irp` with no arguments silently sent an empty
count to the devtools dispatcher (which the devtools would quietly
treat as zero patients), and extra positional arguments beyond
<count> <isDev> were dropped without notice (so a typo like
`irp 3 true extra` ran successfully).

Add two guards after the --format parsing loop:

- Missing count -> exit 1 with "missing <count>" + usage line.
- More than two positionals -> exit 1 with "too many positional
  arguments" + usage line.

Covered by two new bats tests in tests/bats/openemr-cmd/admin_commands.bats
pinning both error paths abort before any docker exec is recorded.
All 324 openemr-cmd bats pass.
