Bug description

Unlike other artifacts, the villager hat 5* quality roll is OBSCENELY rare. Like 1 in 1000. I don't think this is intended behavior.

Steps to reproduce

attempt to reroll to 5* villager hat.

You will roll 4 and 1/2 star quality like a hundred times before 1 full 5 star

The research & leveling mechanic is added by Reliquified Artifacts, it's a separate mod not developed by us.
