* Static address withdrawals now retry notification registration and handle
reorgs. Previously, if `RegisterSpendNtfn` or `RegisterConfirmationsNtfn`
failed, withdrawal monitoring silently stopped, reorgs were not handled, and
state was not persisted before monitoring setup, causing recovery failures on
restart. Registration failures are now retried on the next block, reorgs are
detected via `WithReOrgChan`, and state persistence happens before monitoring
setup.
