Companion change for gwtproject/gwt - upgrades icu4j from 63.1 to 74.2 to fix CVE-2018-18928 (integer overflow in DecimalQuantity::toScientificString()). 74.2 is the last version fully compatible with the existing UOption-based cldr-import tooling.
