Summary

Python 3.7 is no longer available on ubuntu-latest (now Ubuntu 24.04), causing the publish workflow to fail when creating a release.

Bumps the workflow from python-version: 3.7 to python-version: "3.11".

Test plan

  • Re-run the v3.0.1 release publish after merging
