docs: update store description and fix sync claim in Help - #580

Store description: add the features from 1.1.7-1.1.9 (rule shortcuts, |all selector, unique per captured value, backup and sharing, themes) and the new Mac merge shortcut. Help pane: rules are stored locally and never synced through Chrome Sync, so replace that claim with export/import.

The Help pane said "All your rules and settings sync automatically via Chrome Sync". That's false: Tabee only writes to
chrome.storage.localand clearschrome.storage.syncon every save (migration cleanup). Replaced with "Backup & restore" (export/import), which matches the README FAQ.The store listing itself has to be updated by hand in the Chrome Web Store dashboard.
