[docs] condense reporting.md shared workflow fragment #30

Removes documentation bloat from .github/workflows/shared/reporting.md.

File improved: .github/workflows/shared/reporting.md

Changes made:

• Section 1 (Workflow Run ID Formatting): Merged the separate Format: and Example: subsections into a single code block with an inline example sentence. The two blocks were showing essentially the same information with slightly different values.
• Section 2 (Document References): Replaced the four-bullet Guidelines: list with a single concise sentence that captures all the same constraints.

Reduction: 45 → 29 lines (~35% reduction, 20 lines removed)

All essential instructions are preserved — the format patterns, example URLs, the 3-reference limit, and the field names (url / RunURL) are all still present.
