making the vista aero theme accurate, i decided to add when you maximize a window, the taskbar turns into windows vista black
and also windows balloon notifications to look accurate
(note that this is only for windows vista aero theme, not with every themes)
(and i tested this one 3 times)

i converted to draft because there might be some issues when you fullscreen an app,
when i tested this i didnt fullscreen an app,

i tested it in microsoft edge fullscreen, it works pretty well,
but i havent tested it on steam games that use fullscreen

but well when i pressed f11 the taskbar disappeared and when i press f11 again it reappeared,
i guess thats the exact behavior i wanted :p
