fix(lint): restore lint-ci under ruff 0.16 - #24

Two independent breaks, both from ruff 0.16 landing via the unpinned `uv lock --upgrade` in `just install`: - The formatter now formats Python code blocks inside Markdown. It wanted to collapse an elided stub in the extract-accept-version-parse design doc; applied as-is, so doc snippets stay canonically formatted. - CPY001 (flake8-copyright) stabilized and `select = ["ALL"]` picked it up, failing all 10 Python files. Ignored: copyright lives in the root LICENSE, not in per-file headers. Only the first surfaced in the scheduled run, since `lint-ci` aborts at `ruff format --check` before reaching `ruff check`. The weekly scheduled dependency check failed (run 30256079768). Two independent breaks, both from ruff 0.16 arriving via the unpinned

python/py/pyi, which brought 28 previously-untouched.mdfiles underruff format. One diff resulted: an elided stub in the extract-accept-version-parse design doc. Applied as-is, so Markdown snippets stay canonically formatted alongside the rest of the codebase.2.
