Motivation
Swift 6.4 uses the Swift Build build system, which has a different layout of the build folder.
The linkage test hardcoded the old build system's layout, so broke on 6.4.
Modifications
Use SwiftPM's command for getting the bin folder, works across build systems.
Result
Linkage test works again, even on 6.4.
Test Plan
PR CI.
