  • Install Doxygen 1.18.0 from the official GitHub release, with a SHA-256 check, instead of from apt. A slow Ubuntu mirror pushed run 40289310560 past the 15-minute limit of the ubuntu-slim runner.
  • Enable the setup-python pip cache, keyed on requirements.txt.

Downloading Doxygen and its libllvm/libclang dependencies from the Ubuntu
apt mirror can be slow enough to hit the 15 minute limit of the
ubuntu-slim runner. Download the pinned official Linux binary from
GitHub Releases instead and verify its SHA-256 checksum.

Enable the setup-python pip cache keyed on requirements.txt so the
mkdocs dependencies are not downloaded from scratch on every run.
