Create Network giving 530 error

Hi All,

CloudStack: v4.20.1.0
Hypervisor: KVM

When we try to create a Network, we are getting "Request failed. (530)" Error on the UI and not much logs related to it.

Steps:

1. Go to Network
2. Click on Guest Networks
3. Click Add Network
4. Fill the required details
5. Try to select the "Network Offering", the Drop down Shows Empty
6. And the UI Shows "Request failed. (530)" error
