ci(repo): make GitHub discover and build all apps - #8

Context: the only test workflow lived below the repository root, so GitHub discovered no workflows or hosted runs. Changes: relocate the three-job workflow, add production builds and patch hygiene, and record a human-readable discovery verifier plus experiment/worklog evidence. Impact: pull requests can expose stable Python, public-site, and graph-explorer checks before main protection is enabled. Tests: CI verifier 22/22; pytest 1768 passed, 5 skipped; public-site 212 passed and build; graph-explorer 791 passed and build. Verification: Run tpot-analyzer/scripts/verify_ci_discovery.py

Context: both the push and pull-request runs completed after GitHub discovered the relocated workflow. Changes: record run IDs, stable job names, durations, and the confirmed EXP-046 verdict. Impact: main protection can be configured from observed successful contexts. Tests: docs hygiene 9/9; CI discovery verifier 22/22.
