TestReconcileStepTimingsLine_AccountsForWallTime bounded the unattributed entry of the step-timings line against real wall time. A 40-file reconcile runs in a few milliseconds with every step under 1 ms, so one scheduler stall between two steps under a loaded -race run read as an untimed step (unattributed=8 against a limit of 7 on CI). Reconcile now takes its clock from the MediaDB, and a new internal test runs it on a fake clock that only statements and pacing advance. Each statement costs one tick, so unattributed must be exactly zero and pacing exactly the yields, on both a fresh index and a rescan that runs every step. An untimed statement between two steps now fails it by one tick. The scanner-driven test keeps its naming and reconstruction checks.
