fix(android): match frame rate to the fastest whole-multiple mode on phones instead of 60Hz pulldown - #1673
On phones and tablets, the app now asks Android for the display's fastest refresh rate (120Hz or 144Hz, for example) each time it comes to the foreground. A WebView never asks for this itself, so many phones were keeping the app at 60Hz.
+
Frame-rate matching fix: this one is for the player. It only runs during playback when "match frame rate" is turned on, and it picks the refresh rate used while the video plays.
Summary by CodeRabbit
New Features
Non-TV displays can now select the highest supported refresh rate matching the display’s dimensions.
On resume, the app checks for the fastest suitable refresh rate. TV displays retain their existing matching behaviour.

Walkthrough
FrameRateMatch now selects display modes with TV-specific behaviour and can prefer the fastest supported mode at the active display dimensions. MainActivity passes the TV-mode value and invokes this method when a started activity resumes.
FrameRateMatch accepts a TV flag. For non-TV displays, choose() first searches integer multiples from 1× to 6×. If no mode matches, it uses the existing 1×, 2×, and 2.5× search. TVs use only that existing search. preferFastest() selects the highest-refresh-rate supported mode at the active display dimensions unless the device is a TV or an original preferred mode is saved.
MainActivity passes its TV-mode value to FrameRateMatch. When a started activity resumes, it resumes the updater and posts a call to preferFastest() on the window decor view.
Returning to background playback can request a refresh rate that no longer matches the video. This is a narrow, device-dependent playback-quality risk; preserving the active match is a localized fix.

A rabbit checks the screen’s bright glow, And finds the fastest mode to show. Six times the pace, or fallbacks near, TV paths keep their choices clear. On resume, the frames hop into gear.

preferFastest() treats original == null as permission to override the window preference, but match() leaves original null when its chosen mode is already active. A resume request may therefore undo a valid playback match.
The activity can request 144 Hz during playback instead of retaining the matched 100 Hz mode.
This can occur when: On a non-TV display supporting 100 and 144 Hz, a 50 fps video is matched while 100 Hz is active; a posted preferFastest() then runs.

Set preferredDisplayModeId and preferredRefreshRate to the fastest mode at the
current resolution on resume, so the WebView UI runs at 120Hz instead of 60Hz.
Frame-rate matching now picks the fastest whole-multiple mode on phones
instead of 60Hz pulldown, and restores the fast mode after playback.
TV behaviour is unchanged.
