Supersedes Dependabot #1104 (python-dependencies group, 15 updates) and #1102 (uv 0.13.1 → 0.13.6), and my #1091 (release-seal recompile with uv 0.13.1). Neither Dependabot PR could install:

• Build(deps): Bump the python-dependencies group across 1 directory with 15 updates #1104 failed every suite shard at pip install --require-hashes (THESE PACKAGES DO NOT MATCH THE HASHES). Its rewrite of release-seal.txt and release-publish.txt also dropped the PyPy markers on cffi, pycparser and colorama, and wrote pydantic[email]==… pins, which the release toolchain allowlist rejects.
• Build(deps): Bump uv from 0.13.6 to 0.13.7 #1102 bumped uv in release-publish.in/.txt without recompiling the other locks, so verify_dependency_lock.py failed with "Dependency locks are out of date".

This PR pins uv==0.13.6 in constraints/release-publish.in, then recompiles all four locks with that uv (installed hash-checked from the #1102 pin): python scripts/update_locks.py --uv <uv 0.13.6>. The hand-maintained sources move the same way Dependabot proposed:

• constraints/release-build.txt and release-seal.in: hatchling==1.33.0
• release-seal.in and release-publish.in: sigstore==4.5.1

pyproject.toml is untouched. [build-system] requires = ["hatchling>=1.32.4"] still admits the pinned backend, which leaves #1092's pyproject.toml edits without a conflict.

Removed from every closure: pyasn1 and pyopenssl. sigstore 4.5.1 no longer depends on them (its Requires-Dist on PyPI; 4.5.0 had pyasn1~=0.6 and pyOpenSSL>=23.0.0). sigstore 4.5.1 now requires cryptography>=47. Every lock already pins 50.x. #1092's dependency-floors job does not install sigstore (its test tools are pytest, pytest-xdist, hypothesis and jsonschema), so the runtime cryptography floor is unaffected.

python-dateutil 2.9.0.post0 → 4.0.0 is dev-only (# via arrow, under the CycloneDX/jsonschema tooling). It is a new major release (2026-11-01), so I ran the full suite and the SBOM-adjacent checks on it locally; see Verification. arrow declares python-dateutil>=2.7.0 with no cap.

hatchling 1.33.0 changes wheel bytes (Generator: hatchling 1.33.0). Per release-build.txt, a qualified wheel built before this merge no longer matches, so re-run qualification for the next release. No release is in flight (main is at 1.2.0 + Unreleased).

Lock hygiene: environment-marker lines are unchanged (dev 11/11, seal 3/3, publish 2/2), and there are no extras-qualified pins.

Verification

Run in a fresh venv built only from these locks: pip install --require-hashes -r constraints/dev.txt, -r constraints/build-backend.txt, then pip install -e . --no-deps --no-build-isolation. Python 3.12.13; pip check is clean.
