Documents application router multipart request configuration in Routing for all languages and buildpacks, including CLI 1.51.0 usage and the corresponding 403 response. The PHP guide links to this section and keeps a note about temporarily disabled PHP upload progress tracking.

Adds an October 22 buildpacks changelog announcing CLI configuration for PHP applications affected by multipart blocking.

Validation: staged diff whitespace check passed. Jekyll build not run because Docker is unavailable.

  • The feature is not specific to PHP
  • By default it's allowed for all apps
  • It was blocked for all PHP apps at the day of php4shell (link to bulletin)
  • It can be modified with the CLI

@leo-scalingo, just to confirm my understanding:

  • Non-PHP apps: multipart uploads remain allowed, as their settings haven't changed.
  • Existing PHP apps: multipart uploads remain blocked unless the customer or support explicitly re-enables them.
  • New PHP apps: multipart uploads are allowed by default, just like for any other app.

Is that correct?
