Should also probably add something about Pretendo Network reserves the right to restrict anyone's access to the services for any reason deemed necessary. Do we want to mention the code licensing in the ToS itself, or should that just remain a GitHub thing? |

This is a Draft PR, we can discuss the contents more.
This PR creates a Terms of Service page by adding a link in the Footer and creating the page itself in the /terms directory.
Included as part of the Terms of Service is the Network Services Agreement that will be seen at least on Wii U Consoles (see PretendoNetwork/account#341 for more information)
