make sure it's clear where each of these is coming from. For example, I don't think any of your previous documents indicated where caladapt_county_daily_climate.csv was generated from

needs generalization. For CARB these should be in their S3 bucket. For other users maybe point to the code that generates this. Maybe @infotroph could provide a hint

FYI rice fields should still need a AWC, it's just more that the thresholds for irrigation (minimum and field capacity) are different

This file has an almost identical name to the previous one, and seems to be an earlier version of the same info. That said, before deleting, please read the comments I left as most apply equally to the new version (e.g., documenting where climate scenario files come from and what the allowable options are for ssp and gcm)

PR includes:
