Request Review

The AIP defines p as "the priority of the last transaction included in
the previous PGA round". The page said "that round", which makes the
boost depend on the round it is applied at the end of.
The AIP specifies a single block time of 250ms, with K rounds per block.
No 100ms block time appears in the proposal. The round length varies
with K, not the block time.
The AIP does not state that the priority queue is re-keyed when the base
fee changes between blocks. The diagram asserted a specific reordering
that the proposal does not describe, so it is removed pending SME review.
The AIP attributes protection from sandwich attacks and frontrunning to
the private mempool, which publishes ordering only after sequencing, not
to the Timeboost ordering policy. That protection predates Timeboost and
survives PGA, as the page already states further down.
Adds four details the AIP specifies that the page omitted:

- K stays adjustable in [1,10] for two years after activation, giving
round lengths from 250ms down to 25ms.
- The Timeboost auctioneer stops accepting bids and the express lane
endpoint shuts down on the activation day.
- The Sequencer stops enforcing the 200ms non-express-lane delay, which
only applied while an express lane controller held the round.
- Arbitrum One splits priority fee proceeds 97/3 between the DAO
treasury and the Developer Guild, distributed by a separate vote every
  six months.
