Add ui/server/requirements-server.txt, the minimal dependency set for the server: 8 lines instead of the 378 in the root requirements.txt. The unit tests fake hera, so the scientific stack is not needed. Add a ui-server CI job that installs it and runs pytest.
Add ui/server/requirements-integ.txt: the server set plus the six packages hera needs for the paths these tests drive.
The tests had drifted from the UI and none of them ran in CI.
