Missing the help information when used /shop help without permission localshops.admin

For group with all the localshops permission except localshop.admin. They are not getting most of the tips when type in /shop help.

Command can still be used but missing the tips on how to use them
such as /shop add , /shop set so on and so forth are missing.

Please fix it. Thanks
