Python 3.9 and 3.10 have both reached end-of-life, so this requires Python 3.11+.

  • Bump requires-python to >=3.11 and drop the 3.9/3.10 classifiers.
  • Remove 3.9/3.10 from the CI matrix and the tox envlist. The envlist also had 313 instead of py313 and was missing py314; both are fixed.
  • Run pyupgrade --py311-plus, and switch reorder-python-imports to --py311-plus.
  • Rename the unreleased changelog section from 1.7.2 to 1.8.0.

Both versions have reached end-of-life, so require Python 3.11+ and use
the `X | None` syntax now available everywhere.

Also fix the tox envlist, which had `313` instead of `py313` and was
missing `py314`.
