Authorized maintenance PR to main, not from vnext, so these Sandbox deployment workflow changes are active for testing. Files are identical to
rg-devops-iac-refactor(0c0aa81).vnet_appenabled. Release runs still require every base module, and extra modules stay disabled on both paths.source_branchismainandrun_throughisapply.
