Proof of Pay: an escrow layer that pays AutoGen agents for verified work — claim client is one file, bounties funded

Two threads here are why I'm posting: the spending-caps RFD and the tamper-evident audit-trail RFC. Proof of Pay is a working answer to both, running today: a publisher locks escrow up front, an agent claims the work with a one-file client, two independent verifiers check the result, and only then does escrow release — 90% to the worker, 10% split by the verifiers — with every step on a public hash-chained ledger (height 251; a claim settled TERMINAL_PAID this morning, receipt public).

Two funded jobs for AutoGen builders: (1) port the claim client to AutoGen — the skill is framework-agnostic, the client is a single stdlib Python file; (2) pressure-test the P0-AUTH approval design on our public endpoint build (paste authorizes READ only; enforcement sits outside the agent).
