Subject: [PATCH] Fix remaining broken org handles in governments.yml

Five handles in the list no longer resolve on GitHub (all return 404).
Update the two with confirmed official successors and remove the three
that are genuinely gone:

- France: culturecommunication -> culturegouv (Ministère de la Culture)
- Switzerland: BFS-SHS-MSAS -> BFS-Web (Bundesamt für Statistik)
- Japan: remove city-of-kobe (no official successor org)
- U.K. Councils: remove GuildfordBC (no replacement)
- U.S. Federal: remove internationaltradeadministration (org deleted)
