FEATURE-ci-v3-runtime-green: document runtime and evidence transport fixes
Add tab-indented v3 ChangeLog entries for Windows process-termination timer lifetime, saved Winsock error diagnostics, and FreeBSD explicit SCP evidence transport. Repair the confirmed PR ChangeLog gate without changing code or restarting platform checks; format and diff checks pass.
