What steps will reproduce the problem? 1. use WemSMSTool
2. watch your bill
3. ;( What is the expected output? What do you see instead? Obviously if delivered pending intent is not NULL -> SmsManager won't use system settings. That means a delivery report will be forced.
App has to take account of system settings (whether delivery report is on/off) and then decide what do do in SmsSender.sendTextMessage()
