bug with 4.0.10 regarding CSS slots/cXX costume names

hello,

I have found a strange issue in the latest version where my roster order or character names get completely reset upon launch. this is only happening in 4.0.10. If I go back to 4.0.9 and launch the game, the issue is completely gone. not too sure how to give logs or diagnose it?

if I were to guess, it has something to do with the fix of "address a bug when a character does not default to c00" or "causing some moveset mods and CSS icons to not show up".
